General Situation:- 7.6 SR earthquake hit Padang Pariaman area, at 17.16, 30 September 2009
- The situation is worse compare to the Jogjakarta earthquake
- GOI Statement they welcoming international assistance
- NGOs are arriving since today
- Short of fuel supplies seen in all disaster area which constraint the response
Kota Padang
BPBD Kota Padang release number that 103 people killed among 406 people injured, 6499 house severly damaged among 22.000 damaged houses. more to come as their still need more data in collection, and also there is discrepancy between data from Satkorlak. Satkorlak reported 496 died and 297 still missing, 13159 severely damaged and another ten thousand damaged.
People tend to gathered around their damage houses with no proper shelter, 5-10 household gathered in the area
Water and sanitation access is limited due to damage pipeline of PDAM in the town, some community seen taking water from dirty Small River in the town to get water for their household need. and some people shared latrines in non damaged houses with limited water.
Food supplies reported by the community are now limited, this is mostly due to cut of supplies and also affected town made people close their shops and to keep the supplies for their own good
Government Hospital M. Jamil which are severely damaged still operating to treat patient outside using tents, medicine supplies needed especially for treating injured patients. Selasih, a private hospital is stopping the operation since yesterday due to severe damage in the building.
Electricity still down, and communication from mobile are only available for specific mobile phone provider.
Short of fuel is the main constraint to run operation especially sending supplies and support for the survivors, the cut road from Pertamina supply chain and panicked people to get as much as possible gasoline for traveling inside the town visiting family and relatives.
Pariaman Area
During Rapid Assessment to Pariaman Town and District, it is seen that more houses damaged in the area, and people still gathered in front of damaged houses.
1 Village assessed in Desa Kp. Lambah, Padang Sagoe Subdistricts there are 295 houses damaged from approximately 400 houses, the chief of the village Mr. Basri said their urgently need tarpaulins and also food items, as their stock probably will not be enough for another 2-3 days.
Water Access although limited, but so far safe as people still can access from their Well.
Hospital in the town of Pariaman, seen treating less people than hospital in Padang, the nurse working there said that most of patient severely injured is referred to Padang Hospital. The director of the hospital said they have enough supplies right now except supplies for treating Fractures patients. she said that they will get 6 Specialist doctors from Ministry of Health but don't know when they arrived. she also speaks that some puskesmas is damaged, and problems is getting the injured person to the hospitals as they have limited personnel to conduct outreach.
Short of fuel supplies also seen worse than Padang, and people seen fighting to get the supplies.
NEED ASSESSMENT
- Emergency shelter consist of Tarpaulins, Blankets, sarong etc
- Working Tools for Cleaning houses
- Hygiene Kits
- Food Items: rice, cooking oils, sugar etc
- Water Supplies
IBU Response
IBU has deployed their staff from the first day of the earthquake to conduct rapid assessment and response. and send another 3 person arrived yesterday and conduct assessment and response in Padang and Pariaman area
Today we are sending medical team from Jakarta and Bandung for conducting outreach mobile clinic in Padang and Pariaman ETA tommorow,
8 member of WANADRI, IBU Foundation partner in emergency response in Bandung for Emergency Response arriving and will established Basecamp in Pariaman and conduct assessment necessary response
3 person were stand by for procurement of NFI in Jakarta to pull the volunteers and also securing cargo transport to Padang
1 Person is stand by in Medan and procuring some NFI supplies to be deployed through road.
Bandung office are managing the whole operation for ER in Padang. IBU Basecamp in Padang is already established since 2nd day to run response in padang area and supporting basecamp in Pariaman.
IBU Plan for response
Short Term Emergency 1-3 Months:
- Emergency Shelter and Non Food Items distributions,
- Medical Outreach Clinics during emergency response with
- Possible water and sanitation program in Padang and Pariaman area
- Psychosocial programs for trauma relief especially for mother and children
Long Term:
1-2 years depends on need
- Shelter Programs
- Health and Nutrition Programs, possible rehabilitation of Puskesmas and posyandu
