IBU Foundation: Kelud Story

In 14 of October 2014, Mount Kelud, located in eastern Java, erupted. The eruption caused the spreading of volcanic dust in areas around the volcano. The spreading of the dust heavily reached three districts near Kelud (Kediri, Blitar, and Malang) in East Java.
IBU Foundation responded to this situation by deploying two volunteers to conduct rapid assessment in Kediri and Malang. The assessment revealed that the community within the radius of ten kilometers were already evacuated to several IDP’s centers (POSKO) within the radius of fifteen kilometers from the volcano. Data and information were still poorly organized as the situasion was still hectic due to the process of returning IDPs to their homes. In February 17th, our assessment team arrived at Malang, then established coordination with local community Organization (RPA-UNISMA), Gimbal Alas, Arema Rescue, BPBD Malang, and several volunteers that already conducted SAR, Evacuation and communal kitchen for the IDP’s activities.

IBU found that nearly all villages in the radius of 5 km from the top of the vocano, especially in Ngantang Sub-District, were affected the most by the volcanic dust and cold lava. Coordination between local government , NGO’s and volunteers were still problematic, almost all the aids and relief were not managed adequately. However, IDPs’ basic needs such as temporary shelter and NFI, food, health and nutrition, and also water sanitation and hygiene seemed to be well fulfilled by BPBD and public donation at temporary POSKO.

However, in February 20th, the provincial authority announced that the level of Kelud’s eruption alertness has decreased from ‘AWAS’ to ‘SIAGA’. This meant that all IDPs from Temporary POSKO should be evacuated back to their own home villages outside 5 Km area. All data compiled from the temporary shelter become obsolete soon and should be reassessed, Even though IDS were evacuated back to their homes, basic needs for IDP’s were not properly prepated. Lack of water, lack of foods, electricity and others become problems.

In Sendawun and Klangon sub-village of Pandansari, the bridge that lies accros the river and connects Pandansari and Sendawun had broken by the cold lava flood, this became further significant problem as well, access to Sendawun and Klangon sub villages were totally out. All the IDPs used temporary bridge from Bamboo to access the villages, and all logistic support for them was using ropes and pulley made by community and volunteers to cross the rivers.

IBU Foundation team in Bandung conducted public fundraising and hygiene kits items appealing. In February 19th, IBU, in collaboration with Yayasan Sayap Kecil Nusantara, represented by dr. Chandra Sembiring. We sent the second team; four volunteers with logistics (hygiene kits), medicine supplies and one 4wd vehicle were transported directly to Malang.

The second team arrived in February 20th, and directly coordinated with IBU assessment team and others organization and volunteers to conduct Logistic distribution from POSKO BERSAMA Selorejo to Pandansari village, Ngantang Sub-district.

In 21st of February, IBU with Yayasan Sayap Kecil Nusantara and Arema Rescue conducted hygiene kits distribution and mobile clinic service to the affected community at POSKO Sendawun sub-village, Pandansari-Ngantang sub-district. Rough road and broken bridge was not become a constraint for IBU and the team conducting this activities.

Hygiene kits contained of 596 pcs of soaps, 241 toothbrushes, 257 pcs toothpaste, 2048 sachets of shampoos, 39 pcs of liquid soaps, 712 liquid floor cleaner, 147 pcs underwear’s, 214 maskers, 10 packs wet tissues. Thanks to Jakarta Art Council (Singing Toilet Charity Concert), we can also distributed 1008 sanitary pads, 2052 diapers.

Mobile clinic services started at 10 am – 5 pm, more than 100 patients comes from Klangon and Sendawun sub-villages, with Upper Respiratory Tracks Infection (URTI) became the most frequent disease occurred.
